In this episode of the Metrology Today Podcast we have Charles Ellis and Howard Zion on the show to discuss the National Association for Proficiency Testing (NAPT) and proficiency testing in calibration.
Charles Ellis:
Mr. Ellis has over forty years of technical experience in the administration & maintenance of test equipment. Mr. Ellis is a former U.S. Army officer serving first as a calibration technician, and then as an electronic support platoon leader. After serving in the Army, he became a calibration supervisor for a captive third-party calibration laboratory.
For eight years, Mr. Ellis managed calibrations services for various external clients, corporate facilities and 28 district offices for this Midwest testing firm. Mr. Ellis has had formal auditor training to and for ISO 9000, ISO 17025, ISO 13528 and ISO 17043 standards. He has performed numerous assessments to ISO 17025 for several accreditation bodies in the located in US.
Mr. Ellis currently serves on several technical committees related to the test & measurement community. In his last position, he was responsible for the development, growth, and operations, of a non-profit association that provides administration & technical support to the test & measurement community in the area of interlaboratory comparisons / proficiency tests. Mr. Ellis is largely responsible for NAPT becoming the largest metrology proficiency testing provider in North American.
As Mr. Ellis is retired, he still provides technical advice to the National Association for Proficiency Testing when needed. Mr. Ellis has degrees in Electronic Technology and Business. Honors & Awards Besides Numerous Honors for Military Service. Mr. Ells is a recipient of the Andrew J. Woodington Award for Professionalism in Metrology - Issued by Measurement Science Conference
Howard Zion:
Howard Zion is the Sr. Director of Service Application Engineering for Transcat, Inc. He holds a B.S. in Engineering Technology and a M.S. in Industrial Engineering & Management Systems from the University of Central Florida. Mr. Zion is the recipient of the Andrew J. Woodington Award for Professionalism in Metrology presented at the 2019 Measurement Science Conference at the Disneyland Hotel in Anaheim, CA. Howard has collected a wealth of knowledge in many disciplines during the span of 41 years in Metrology, and has been employed with:
-The United States Air Force (Strategic Air Command - PMEL)
-Lockheed Martin (Electronics and Missile Systems – Calibration Labs)
-NASA-Kennedy Space Center (Standards & Calibration Laboratories)
-Philips Electronics (Broadband Networks – Metrology/Test Engineering)
-Transcat, Inc. (Corporate Resource)
Mr. Zion performs additional duties in various communities and is serving or has previously served in the following roles:

Danae started her career in metrology in 1986 as a Test Measurement & Diagnostic Equipment (TMDE) Technician in the USMC. Her background includes the alphabet soup of regulated industries to including DOD, FCC, FDA, cGMP, DOE, FAA, SAE, IATF, and NRC. Working in multiple industries and disciplines has given her an opportunity to experience the field of metrology from many perspectives. She is passionate about training up the next generation of metrologists and driven to see metrology advanced as a recognized critical infrastructure to nearly all areas of business. Danae joined Pacific Northwest National Laboratory (PNNL) in the Energy & Environment Nuclear Sciences Division working as a Metrologist for Radiation Measurements and Irradiations (RMI) at the Hanford site in Richland, WA in 2022. She is also currently serving as the National Conference of Standards Laboratories International Vice President, Industrial Metrology Programs and is active in multiple working groups.

Michael Johnston is the Software Portfolio Product Manager at Fluke. His extensive experience in calibration, metrology, measurement uncertainty and mathematical analysis was honed at Fluke, Northrop Grumman, SIMCO Electronics and the US Army over the past 15 years. He holds a BS in Applied Mathematics from SUNY Empire State College.
Mike Brown is the Software Metrologist and Cubyt Product Owner for Fluke in Everett Washington. His previous roles include Technical Manager of the Fluke Park Laboratory and Everett Primary Electrical Laboratory, Technical Manager of the Everett Service Center and Lead Metrologist for infrared radiation thermometry and thermal imaging metrology. He has over 25 years’ experience in calibration and metrology beginning in the United States Marine Corps.

Dilip A. Shah has over 45 years of industry experience in metrology, electronics, instrumentation, measurement and computer applications of statistics in the Quality Assurance areas. He has been employed in various positions with Philips Electronics (UK), Kodak Ltd. (UK), Instruments Division of Monsanto Corporation, Flexsys America and Alpha Technologies. He is currently a Principal of E = mc3 Solutions, a consulting practice that provides training and consulting and auditing solutions in ISO/IEC 17025, ISO 9001, Measurement Uncertainty and computer applications.
Dilip is an ASQ Fellow and certified by American Society for Quality (ASQ) as a Certified Quality Auditor, Certified Quality Engineer and Certified Calibration Technician. Dilip has served on the advisory board of the University of Akron Engineering and Science Technology Division
Dilip is the co-author of The Metrology Handbook (1st and 2nd editions) published by the ASQ Quality Press and has contributed to the 2010 re-write of the CCT Primer by the Quality Council of Indiana. Dilip participated in the initial development of ASQ’s Certified Calibration Technician (CCT) exam. Dilip participates actively in the measurement related issues through National Conference of Standards Laboratories International (NCSLI) and the west coast-based Measurement Science Conference (MSC) where he presents sessions, papers and workshops. Dilip is a member of American Society for Quality (ASQ) and Institute of Electrical and Electronic Engineers (IEEE).
Dilip is the recipient of NCSLI’s 2011 Education & Training Award, MSC's 2010 Andrew J. Woodington Award, ASQ-MQD’s 2005 Max J. Unis Award and co-recipient of MSC’s 2003 Algie Lance Award for the Best Paper.
Dilip has served as a Member of the A2LA Board of Directors (2006-2014). Dilip served as the NCSLI Conference Tutorial Program Chair (2012 - 2017) and is a frequent contributor to the ASQ Quality Progress Magazine’s Measure for Measure column and ASQ Expert Answers Blog Contributor.
